As Chief of Staff, Steven Parker serves as a top advisor to the CEO, assisting with leading strategic planning, key executive projects and decision-making, and representing the CEO with board members, elected and community stakeholders and the public. He is responsible for overseeing a variety of organization-wide projects and initiatives, with a focus on key performance indicators, identifying areas of improvement across the organization and making actionable recommendations. He also works closely with the C-Team in to ensure that the authority’s goals and objectives are met. Additionally, Mr. Parker manages the Department of External Affairs, which includes directing the authority’s strategic government affairs, public engagement, communications and marketing efforts.
Mr. Parker has 25 years of progressively responsible community, legislative, legal and policy development experience. He joined MARTA in 2024 as the Assistant General Manager of External Affairs, and most recently served as the Interim Chief of Staff. Prior to joining MARTA, he worked for the Department of Homeland Security as the Chief Innovation Officer for the Transportation Security Administration (TSA), where he and his team worked to enhance TSA’s innovation capacity.
Mr. Parker previously served as Deputy State Director for U.S. Senator Jon Ossoff, overseeing the senator’s state outreach initiatives. He also served as Political Director for the Ossoff for Senate Campaign; Community Specialist for the City of Raleigh, North Carolina; Community Affairs Manager for Los Angeles Mayor Richard Riordan; and Field Representative for California State Senator Herschel Rosenthal.
Mr. Parker’s legal career includes working as an attorney at the law firm of Balch & Bingham, LLP, the City of Atlanta as a real estate transactional attorney and as General Counsel at Story Brand, a major brand and marketing company representing Fortune 500 companies. He earned his Doctor of Jurisprudence from North Carolina Central University School of Law and a Bachelor of Art in Political Science from California State University Northridge.
